Russia Elections: United Russia Wins Every Region?

United Russia holds the top ballot position in 21 of the 39 regions voting in the September 18-20 State Duma and regional legislative elections. The party also controls election commissions in most areas. The opposition field has shrunk further through court rulings and party-list rejections. Expanded multi-day and electronic voting adds another layer of institutional management that has historically minimised regional surprises. This is not new territory. Regional assemblies already carry entrenched United Russia majorities. The last comparable cycle saw the party sweep the party-list vote across every tracked region, a result unthinkable a decade ago, when Communist lists still won outright in places like Yakutia or Khabarovsk Krai. The wartime patriotic climate further discourages open dissent at the ballot box. The genuine risk is that sweeping every single federal subject is a stricter test than winning nationally. Officials have quietly dialled back turnout and result targets in Altai Krai, suggesting even the centre isn't fully relaxed about that one region. A single pocket of protest voting there would break a clean sweep. That caution is worth respecting, but it looks like a localised wrinkle rather than a sign of broader vulnerability. The thing to watch: early official tallies out of Altai Krai, and any other region where targets were quietly lowered ahead of the vote.
