Iran's new restricted zones, its blacklisting of tankers, and its reported talks with Oman to formally manage a corridor all point toward continued, if tightly controlled, transit rather than a total shutdown. Iran wants sanctions leverage and trade income, giving it reason to keep some flow alive. Gulf states such as the UAE are also building workarounds rather than accepting total closure. For a full zero-ship day to register on the market's count, an all-out blockade or a mutual closure event would be needed. Neither side has fully committed to that, despite the rhetoric. The pattern since February has been constrained flow, not a full stop, and that flow has survived repeated collapsed ceasefires and vessel strikes already. There is a real counterargument. Only one qualifying zero reading anywhere in the remaining three weeks would flip this outcome, and a mine incident or a fresh exclusion zone could produce a brief shock. Still, persistence looks far more likely than a total halt. One thing to watch: whether Iran declares a new exclusion zone that briefly halts all recorded transits before September 30, 2026.
